PUBLIC NOTICE

2026 SOLICITATION FOR BPI Certified QUALITY CONTROL INSPECTORS (QCI)

The Central Alabama Regional Planning and Development Commission (CARPDC-Wx) is soliciting BPI certified Quality Control Inspector (QCI) Contractors to perform Weatherization Energy Audit Assessments and Final inspections for our Weatherization Assistance Program (WAP) and all other housing programs we offer in Autauga, Elmore, Chilton, Dallas, Macon, Montgomery, Perry, Russell and Shelby Counties. Qualifying Contractors will contract with this office for a period of 12 months beginning July 1st, 2026. Services will be compensated at a fixed, negotiated price per assessment and final inspection.

Contractor must be able to complete assessments and final inspections within the timeframe agreed upon between the CARPDC-WX and the Contractor. Contractors must provide their own test equipment, tools, transportation and shall plan, schedule, coordinate and ensure the effective and efficient completion of all services. All Contractors are required to provide documentation of liability insurance and all pertinent business licenses to this office – to include the same for any sub-contractors.
Energy Audit Assessments will be conducted using the National Energy Audit Tool and Mobile Home Energy Audit (NEAT/MHEA). Final inspection services will include, but are not limited to the following:

- Verify that contractor’s work orders generated by CARPDC-WX are completed and meet the required standards of CARPDC-WX
- Document and photograph all weatherization measures performed on each dwelling per work orders
- Ensure timely reporting of findings to CARPDC-WX
- Use the Blower Door Air Tightness system for conducting tests on the air tightness of the home and ducting system.
- Determine building volume, tightness levels, ventilation rates according to current ASHRAE standards, and Blower Door target rate
- Use testing equipment to determine CO levels and drafting effectiveness of gas-fired appliances
- Perform post insulation inspections using an infra-red camera to determine insulation quality in dense-packed walls
